Developer's Guide: Protocol

Google has an API for Blogger. This will make it easier to mass produce blogs, and, thus, make it easier for spammers to create many entries. I wonder what the limitations and terms & conditions for use of Blogger are... Is it against the T&C to post blogs selling products? What is considered an actual entry versus spam?
